Functions

  • Managing, controlling and monitoring existing procedures, processes, actions, activities, facilities, operations, schemes, plans, programmes and assets of the TMA Sialkot directly or indirectly related to generation, collection, separation, storage, reuse, recycling, transportation, transfer, reduction, treatment and disposal of solid waste
  • Developing and implementing framework for regulating Solid Waste Management service delivery
  • Expansion, increase, enhancement and improvement in existing organizational capability for solid waste management; introduction of new schemes, plans, programmes, operations, activities, actions, procedures, processes for solid waste management, making and executing decisions to downsize or discontinue schemes, plans, programmes, operations, activities, actions, operations, procedures, processes for solid waste management
  • Receiving money from the TMA Sialkot for performance of functions assigned to the SWMC under this Agreement and appropriating and spending these moneys in accordance with standing operating procedures of the SWMC
  • Taking all such steps as are deemed necessary and expedient by the SWMC for effective management of solid waste in order to safeguard public health, ensure that waste is reduced, collected, stored, transported, recycled, reused or disposed off, in an environmentally sound manner and promoting safety standards in relation to such waste and issuing specific directions to persons and entities to arrange solid waste management in the manner determined by the SWMC
  • Promoting public awareness on the importance of waste reduction, resource recovery. Comprehensive and efficient solid waste management and fostering understanding of its importance for conservation, protection and proper use of environment.
  • Proposing cost recovery measures for services provided by or on behalf of the SWMC and suggesting actions regarding taxes, fees, user charges, surcharges, cesses, rents, rates in respect of solid waste management, receiving and appropriating all receipts recovered in respect thereof
  • Performing all functions assigned to the SWMC and such other functions which are connected with or ancillary to those functions or which are necessary for performance of those functions either directly or through other entities by making contractual arrangements

Services

Complaint Redressal System 1139

SWMC obtained a short code 1139 number for complaint redressal system. The control room established at head office remains functional in three shifts (24/7) during Eid-ul-Azha and in general shift from 9 am to 5 pm during routine operations. 
 

Collection Efficiency, Storage Capacity & Mechanical Sweeping and Washing

SWMC improved the collection efficiency from 28% to 90% with the induction of state of the art machinery. SWMC also enhanced the storage capacity from zero to 51% in the city by deploying containers of 0.8m3 and 5m3 sizes. In addition to that SWMC also added mechanical sweepers and water bowser for washing and mechanical sweeping of the roads. 

Achievements

  • SWMC has deployed 2 Mechanical Sweepers, 1 Water Bowser for washing of chowks and roads, 3 Compactors, 200 containers for waste storage and 8 Mini Dampers for door to door waste collection
  • SWMC designed new Solid Waste Management (SWM) system with the assistance of LWMC to implement new SWM services in the city of Sialkot
  • Sialkot is divided into four zones and the new Solid Waste Management Operations started in four zones comprising of 16 Union councils of urban area
  • Improve the collection, removal and transportation of solid waste to the disposal sites
  • Increase Mechanical / manual sweeping of main arterial roads, streets and squares with vacuumed vehicles
  • Desilting of tertiary drains of the Sialkot

History

Solid Waste Management (SWM) has long been a neglected sector due to lack of strong commitment on the part of local authorities. Following the vision of Chief Minister Punjab, Tehsil Municipal Administration (TMA) established SWMC under section 42 of the companies’ ordinance 1984 on 12 July, 2013. SWMC started its operation from 31st March, 2014. SWMC is governed by a Board of Directors (BODs).
