Functions

  • Approved be-laws and taxes
  • Approve annual budget of the District Council including supplementary budgetary proposals and long term and short term development plans
  • Review the performance of all offices working for the District Council
  • Review the performance report presented by the Chairman
  • Promote social counseling to inculcate civic and community spirit
  • Motivate and galvanize the general public for compliance with municipal laws, rules and bye-laws
  • Prevention and removal of encroachments on public ways, streets and properties
  • Prevention of nuisance in public ways, streets and properties
  • Regulation of dangerous and offensive articles and trades mentioned in second schedule
  • Regulation or prohibition of the excavation of earth, sand, stones or other material
  • Regulation or prohibition of the establishment of brick kilns, potteries and other kilns
  • To organize cattle fairs and cattle markets and regulation of sale of cattle and other animals
  • Celebration of public festivals
  • Assistance in provision of relief in the event of any fire, flood, hailstorm, earthquake, epidemic or other natural calamity and assisting relevant authorities in relief activities
  • Provision of relief for widows, orphans, poor persons in distress, children and person with disabilities
  • Under take other development activities
  • Promotion of sports including sports for persons with disabilities
  • Provision, improvement and maintenance of public ways and streets, public open spaces, graveyards, public gardens, playgrounds and farm to market roads
  • Assisting Union Councils in provision and maintenance of rural water supply schemes and public sources of drinking water, including wells, water pumps, tanks, ponds and other works for the supply of water
  • Construction of culverts, bridges and public buildings
  • Control over land-use, spatial planning, land-subdivision, land development and zoning by public and private sectors for any purpose, including for agriculture, industry, commerce markets, shopping and other employment centers, residential, recreation, parks entertainment, passenger and transport freight and transit stations
  • Enforce all municipal laws, rules and bye-laws regulating its functioning
  • Promote animal husbandry and dairy development

Functions of Chief Officer

  • Coordination and supervision of all municipal offices
  • Human resource management and general administration

Functions of District Officer Planning

  • Spatial Planning control over land-use, land subdivision, land development, site development schemes and zoning by Public and Private sectors for any purpose
  • Regulate and control erection and re-erection of buildings
  • Adopt measures against dangerous buildings
  • Develop and manage schemes including site development
  • Enforce all municipal laws, rules and bye-laws relating to the allocated functions
  • Any other function assigned under law, rules and by the government

Functions of District Officer Finance

  • Prepare annual and revised budget
  • Management and control of Local Fund
  • Maintenance of accounts
  • Reconcile monthly and annual accounts of receipts and expenditures
  • Display the reconciled accounts of receipts and expenditures at a conspicuous place for information of general public
  • Place the reconciled annual accounts of receipts and expenditures with audit and public comments before the House of the Local Government
  • Liaison with audit authorities and preparation of annotation of audit paras
  • Propose taxes, fees, rates, tolls, charges etc.
  • Recovery of approved taxes, fees, rates, tolls, charges etc.

Functions of District Officer Regulation

  • Prevention and removal of encroachments
  • Regulate dangerous and offensive articles and trades provided in Second Schedule of The Act
  • Regulate markets and services and issue licenses, permits, grant permission and impose penalties for violation thereof as and where applicable
  • Organize and regulate fairs and shows
  • Manage properties and the assets of the Local Government
  • Regulate and maintain parking places
  • Regulate affixing of the sign boards and advertisement except where this function is being performed by the Parks and Horticulture Authority
  • Compile and maintain data on registration of births, deaths, marriages and divorces registered by the Union Councils in its territorial jurisdiction
  • Regulation of excavation of earth, sand, stones and other material, brick kilns, potteries and other kilns
  • Enforce all municipal laws, rules and bye-laws relating to all allocated functions
  • Any other function assigned under law, rules and by the government

Functions of District Officer Infrastructure & Services

  • Provision, improvements and maintenance of public ways and streets, public open spaces, graveyards, public gardens, play grounds and farm to market roads
  • Assist Union Councils in provision and maintenance of rural water supply schemes  and public sources of drinking water, including wells, water pumps, tanks, ponds and other works for the supply of water
  • Safety on children’s play areas and prevention of accidents
  • Construction of culverts, bridges and public buildings
  • Undertake other development activities
